For floating point engines it only matters if the DAW clips the signal coming out of a plugin, or the plugin does it (floating point can go above 0 dB). In any other case it doesn't matter. You guys are so lucky. In Germany the only option is GEMA and if you sign up with them, it's an exclusive deal (they automatically get to do the collecting for everything you've ever made). I recall an event where GEMA charged an artist for putting up his own songs on his own website...
