I don't know who that is on the right. Lunkhead? ...no wait, Frankie, right? (I'm guessing because of the big face)

But I do always say that the Elementary guy looks like a pompous Jeff McHale from community.

Yes, the pic on the right is Frank.

You're also right that Jonny Lee Miller's Sherlock looks a bit like Joel McHale's Jeff Winger. That's makeup, though; no other character Miller plays looks anything like McHale. Isn't that funny, how Hollywood can play those little tricks on ya?

Funny, I just realized I called him Jeff McHale. Mixing up his real and character name.

The thing about Frankie Big Face is that when you meet him, his face is quite disappointingly not that big. I really think that if he wants to maintain any credibility with that name, he should undergo some sort of surgical procedure to inflate his head to Charlie Brown-like proportions. Or perhaps hide behind a curtain and only ever appear publicly as a giant floating face - like the Wizard of Oz.
