not a conspiracy: People filing lawsuits against warning system.

That wasn't necessarily designed for them.

That successfully observed event but further communications to embassies failed.

Also, it's a natural disaster, an act of god, that has become such a human responsibility now that people can successfully start lawsuits.

well...all those church collections are sums of money collected in God's name, so there is funds to be had...

..so it's theoretically possible...
