Buried in the "rules" they finally mention a date, sort of:

"Selection and prize determinations will occur on within 7 days of the close of the contest, currently scheduled for October 15, 2009 at approximately 11 AM at Company's offices or via communication mechanism where the judges can agree on the winners for the Additional Categories."

Contestants from the 48 contiguous states in the United States where the contest is legal may participate.

I don't think we're wanted :(
