I don't usually like to but it can work as a special effect sometimes. It takes extra mikes, though, or a drum machine, because you don't want any effect on the cymbals or the kick. Snare delay is cool but it can quickly get out of hand and turn your mix into a big wall of noise.

It definitely is only acceptable if you time the delay in perfect time with your tune. I hear it on a Bowie tune off of "Ziggy Stardust", but it's more snare delay than "tom delay".
I could imagine tom delay being actually a pretty cool effect here and there. As a matter of fact, I'm going to use some tom delay very soon in a toon...
